URSB Calls for Wider Use of ADR in Commercial Disputes

The Uganda Registration Services Bureau (URSB) has called for stronger efforts to promote Alternative Dispute Resolution (ADR) as a practical tool for handling commercial disputes during a Judicial Officers’ Colloquium held on April 10, 2026, at Lake Victoria Serena Golf Resort and Spa, Kigo.

The colloquium, organised by the Judicial Training Institute (JTI) in partnership with the Bank of Uganda, brought together key players in the justice and financial sectors under the theme, “From Litigation to Resolution: Unlocking Commercial Disputes through ADR.”

Representing the Registrar General, Commissioner, Registration Services, Gilbert Agaba said the institution has embedded dispute-resolution mechanisms into its operations to address conflicts early and reduce reliance on courts. He noted that URSB handles disputes through informal, accessible, and time-bound processes, with most cases concluded within two to six months.

Speaking on a panel discussing interventions to promote ADR uptake, Mr. Agaba highlighted the role of negotiation in resolving disputes. He said nearly half of the cases handled by URSB are settled amicably, showing the effectiveness of dialogue in preserving business relationships.

He also revealed ongoing efforts by URSB and the World Intellectual Property Organisation to establish a mediation centre to strengthen ADR services.

Participants at the colloquium emphasised the need for closer collaboration among government agencies, regulators, the judiciary, and the private sector to expand ADR use and improve confidence in Uganda’s commercial justice system.
