RIA Review marks Progress Toward Non-Individual Register Rollout

Progress is being made toward the introduction of the Non-Individual Register (NIR) following a key meeting held last week in Kampala. Members of the implementation team met at Fairway Hotel to review the Regulatory Impact Assessment (RIA) Inception Report.

The assessment will guide how the new regulations are developed and applied. Its purpose is to make sure the rules for the Non-Individual Register are clear, practical, and easy to follow, while also supporting Uganda’s national development goals.

Guided by the consultant Mr. Drake Rukundo, the team focused on making the legal framework easier to understand, setting clear responsibilities for entities, and building public trust in the system. Officials noted that getting these areas right is important for smooth implementation.

The draft regulations for the register have now been submitted to Finance Minister Matia Kasaija for signing and further steps. Once approved, they will guide how the register is put into operation under the amended Tax Procedures Code Act 2025.

The register is being developed by the Uganda Registration Services Bureau (URSB). It is expected to bring all entity registrations into one system, making the process simpler and more efficient.

The Non-Individual Register is expected to be launched on June 4, 2026.
